2 questions. 1. Do they have a shared language depending on the camps? like will everyone in This camp speak German and everyone in That camp speak French or will it be mix and match? if mentioned in the description then i am just blind.
2. i've seen people use the fancier text in subtitles and such, but i could never figure out which mod it is, gimme a hand with it? lol Also, never seen that Lv on healthbar mod before, what mod is that?
1. Yep, the bandit languages will all be randomized and mixed. I know it's kind of weird because they wouldn't be able to understand each other, but oh well. I'm just a beginner at the Creation Kit

Not actually hard but time consuming. You would need to create sub-factions of bandits speaking this language, disable (because deleting could be a source of crash) the original spawn points camp by camp and add yours. If you want instead to generate from the leader phoneticallly attuned minions, that could be done by spawning from the leader spawnpoints and wouldn't need multiple spawn point, but doesn't allow you to finepoint where they are.
Wow. Never thought I needed this mod. And surprisingly enough, it fits in my current roleplay. My current character is a lost in another dimension Timurid shock trooper, so hearing some of the bandits speak Arabic is heartening to say the least, even though he spent a lot of time killing them back in his own world. Congrats man. Keep up the great work.
Interesting for me .. I use German Skyrim for years and actually never heard the line "Stirb, du sau!", which is "Die, pig!" (which is very authentic), like in your first sample video. German localization was released completly without curse words. In addition I also never heard the voice actor, who says it, at all!
Bethesda did not only remove the single line "Die, pig!" (in german "Stirb, du Sau!"), but the whole voice actor.
I have played Skyrim for 1300h, all of it with german localization and I always play with Sound on .. - I never have heard any of the Voices say the Line "Stirb, du Sau!" - I never have heard the voice, which is used for german in your first sample vid

I assumed you've utilized different Skyrim localizations.
