I did not create the toilet resources used in the mod. They are from the Outdoor Toilet Resource mod by Stroti (https://www.nexusmods.com/skyrim/mods/32056). This mod adds the resource as furniture for use by NPC's and the Player. It also changes the AI Packages of several characters so they use the cubicles at certain times.
Yeah, no matter what I do they do not appear in any of the locations you mention. Placing it at the end of the load order, disabling any mods that might be effecting the area, reinstalling, new save. EDIT: I found out the issue. The outhouse isn't even included in the mod itself. You have to download the resource file to get this to work. https://www.nexusmods.com/skyrim/mods/32056
Personally, I won't be porting it over, but if someone wants to do that, that's fine. As for clipping issues, I don't know. Maybe. I've not used any mods which affect this too much. There was one which placed something in the same location as one of the stalls, but I can't remember which mod that was.
I didn't think the load order would effect them. You could try putting it towards the bottom of the load order, and see if that works. If not, try reinstalling it, or look for some installed mods which might be affecting the same areas.
There is 1 out the back of Bannered Mare (which requires a key which is inside the inn, but will be considered as stolen). There is 1 on the wall behind the Whiterun barracks near the enterance of the city. There are 2 behind Sleeping Giant Inn in Riverwood. 1 at Anise's Cabin near Riverwood, 1 near Solitude in between Katla's Farm and the mill. And the one's in Riften are located at the Temple of Mara (below the steps) and behind the Temple.
If you still can't find them, then possibly they were deleted by mistake when I cleaned the file.
Sort of. It works like most furniture, so NPC's can use it if they walk near it. Some NPC's do have AI Packages which make them use them, but I'm not sure if that actually works or not.
Something I should make clear, I did not make the textures or meshes for the toilets. They are from the Outdoor Toilet Resource Mod. I simply made it into furniture and placed it in game. And then made some AI Packages and such.
Change the textures to use one of the stone textures paths in nifskope (like the markarth/dwarven stone) or set it up to use different textures in an esp really easy and quick to do.
I usually just do my business and cover it over with one of the many Thalmor corpse's that are laying around from me greatsword usage, but I reckon I can try out one of these new newfangled toilets. I hope that toilet paper is as soft as Elven hair.

Well not as nice as using a Thalmor for kitty litter it does keep the the wind ,snow and rain off of ya when you really have to take that extra time after having a large portion of Hulda's Horker loaf. I reckon I will endorse. Oh by the way that toilet paper is NOWHERE near as soft as Elven hair. After using it I was walking around stiff arsed as Nazeem. PS A tankard holder would be nice
