This doesn't seem to work. But it got me to thinking, exactly why is this drain happening in the first place? So I cracked open Undeath.esm in XEdit, and poked around.
I've come to the conclusion that this drain is deliberate, to keep lichform from fast travelling. There's a similar mechanic in place for vampire lords (on very rare occasians I get the same bug on vamps), but in this case, the effect appears to be improperly applied, and not shutting down correctly. Or not triggering at all. So what was intended as a limitation becomes a bug.
I could be entirely offbase here, I'm no expert with XEdit or Papyrus. But this does indeed seem to be the case.
I have no idea. As you say, it's been years. There's a few in-game methods to fix it; I've noticed that the bug triggers more often if certian clothing slots are occupied. Stripping down and replacing one item at a time can discover which. Dying seems to clear it as well. Often, rebooting the game works.

Thanks, I saw it was down. The 32 bit version sounds like it may be back someday. SE says otherwise. This is for people who still have it in their install.

@Clathorus read the Special edition version of the same mod, it's perma-hidden and its also very likely the mod author simply didn't update the oldrim hidden page
tried the fix, but the bug I have seems to a drain about 20% of my health whenever I cast any spell human or lich form. What record did you alter the "no Magnitude" on? Might be where I need to look as well. EDITED: I found the record with TESedit, but no luck finding out what is causing the health drain on casting any spell. Since Classical doesn't have a place to post, if I do find out the conflict I will update it here
I've never come across that particular issue myself, but I remember seeing other posts about the health drain that struck me rather randomly. It may be a conflict in your installed mods.
