If anyone struggles to find the key to open Whiterun Watch, here's a video that shows you the location of all keys:

If the previous owner won't appear, enabling and disabling the mod might help.
If that doesn't help, it is possible to use console commands to add the key to your inventory.
Open the console by pressing the tilde key and type in the following line without exclamation marks; "player.additem xx005B4D 1"
Note that the xx digits depends on where Whiterun Watch is in your load order, if it is #07 it will 07 and so on, so swap the xx-es out with your load order number. The rest of the numbers are the base ID of the key, the whole of the sequence is the Reference ID of the key. It is important to leave a space between the reference ID and the single "1", which is how many items of the ref ID you want. When I tested it the full command was "player.additem 07005B4D 1".
I have to laugh!!! About 4 years ago I was hunting just above Halted Stream camp and came to the exact same spot your cabin is at. I looked around and said to myself...what an EXCELLENT place for a house!!!! Since I couldn't build one there, I made a permanent tent camp there! I actually had a chair just 17 paces to the right of your chair overlooking the area. From this vantage point you can see the VAST area for hunting and seeing any enemy come toward you. Truly a fantastic spot. Just wondered why no one found this place before you!!!! Thanks for giving me a more permanent place to hang out in. GREAT place to get away from all the kids and followers. Kinda like my own little hunting lodge!!!
Hehe, good thing you happened to find this mod then, and certainly about time to move indoors (in that location). I know there was published at least one other house mod right in this spot a few years ago, cause this is actually an old project that I intended to post a lot earlier, but postponed thanks to that other house mod popping up just as I was getting ready to post. Suddenly a few years flied by. Btw I also remember pondering about placing that chair in another spot, eh.
