Currently still in use, an unfinished WIP, and they're always (d)evolving so I don't think this permutation really even still exists exactly. I'm not really in the preset manufacture end of things so yeah it is unlikely, sorry!
Hitting custom races would start to run in to a lot of updates and time I'm currently wasting on other things I'm afraid =(
But! You can do this yourself pretty easily armed with the modder's resources for RaceMenu and simple free tools. What you'll need to do is pull a UV template from the base facegen of your custom race (any 3d program can do this for you, or NifSkope does it more than capably if you don't have access to one of those) and format it as described by the resources for creating new Warpaints for RaceMenu. Feel free to use this plugin and textures as a template or example, or do practically anything else with it for that matter.
I'd urge you to give it a try, it isn't nearly as scary as it sounds, you will prevail.
Like I could have someone re-save it for me to form 44, just seems pointless without a Sculpt tab actually there. If someone wanted to do so though, they could just go right ahead, permissions are open and it's a resource people are welcome to do whatever they want with.
Sure can. I haven't used ECE in long enough to remember how they stack up against each other in terms of utility and ease of use. I'd guess both have advantages and drawbacks, but I don't actually remember clearly much about ECE sculpt.
Sculpting is far superior in Racemenu IMO. Can usually tell the average ECE sculpt by the chisel chin. If it's a character by someone else I like, I fix them in Racemenu.
Sculpting has been a major feature in RaceMenu for years now. You should check it out. Like Trip said, it's pretty easy to tell when a face was made with EcE vs race menu.
I will say though, it's easier to make "cute" and anime-like faces in ECE from the very little time i put in it. For some reason, it was stuttery or me while RaceMenu is smooth. I stick with RaceMenu for that reason and because it's easier to make realistic faces. Though i do with RaceMenu had some of the sliders that ECE has. ECE's sliders seem to have smoother results while RaceMenu's can end up jagged (but that's where the sculpting comes in to smooth stuff out).

citrus heads always gave me issues on both male and female changing the overall shape of the head.

This is awesome, thanks!
