Im gonna ask now, and then test it myself:

does it work with modded items?
like immersive armors/weapons ?

  no it only unlevels vanilla items.
  I will Update Immersive weapons patch soon.

Installed correctly but blacksmith still have leveled inventory

  you know that it doesn't change instantly ?
  you know that shops restock thier inventory every 48 hours`?

  doesn't 7zip version to be installed by nexus mod manager?
  I uploaded a 7zip version.
  If that doesn't work would anyone help me how to upload mods here and that will be installable by NMM?

the mod does not work when you download it from the mod manager. nexus appears "incomplete"

  Use Manual Download and you must have the latest version of "WinRar" to extract it.
  in the next Update, I will upload it as a *.7z file.
