I think you mean that Solitude and Morthal are now connected. There used to be a mod that had a very high bridge farther north from the archway, near the lighthouse. The bridge connected the road from under the arch to Morthal and was high enough to allow ships to pass under it. Your idea is a good one, but to make it realistic, I agree with qwertypol012 in that it should be retractable.

No, he's referring to Windstad Manor from the Hearthfire DLC, which is just across the river mouth/marsh from Solitude. A lot of people have had problems with Windstad being so close to Solitude without a convenient way to reach it without swimming. Morthal is a long way from Solitude, and you don't need to go through the swamp travel between the two towns.
I think I'll give this mod a try - looks pretty natural at that location, and doesn't need to move since the boats never actual sail anywhere. The mod I was using for my last game was Solitude Skyway - pretty cool, awesome view, great as a tourist attraction and way to move troops back and forth: https://www.nexusmods.com/skyrim/mods/77346/ I haven't heard of the bridge mod, it sounds interesting. Maybe someone on Reddit knows what happened to it.
