Don't think they can be combined, no. A Lightning bolt type of spell is classified as "Fire and Forget" in the creation kit, while a stream spell is classified as "Concentration". In theory one could maybe combine two Fire and Forget type of spells, like Lightning Bolt and Fireball, but I doubt it would look very good.
Mm, there are concentration-type shock spells like Sparks, but I don't think that's what you're looking for. There's Lightning Storm which I think comes closest to what you want, but that's two-handed and needs a little charge-up before it fires. In any case, I don't really have a clue on how to combine two spells, it took me a while to figure out just how to recolour them lol.

although.. do you know if a flame stream spell, and lightning bolt spell can be combined to be cast at once by one hand?
..i'm beginning to think my idea needs custom spell effects.. and i got no clue how they are made
