      He should be somewhere around in the Solitude Imperial HQ. If you really can't find him, use the Console. Type "help Ragnar" I believe there already is a Vanilla guy with that Name, so you see two ID's I assume. Write "player.placeatme "ID". You may have to try both. One should make a copy of mine.
