Works in Skyrim SE. Granted it doesn't look like the screenshots if you're using an ENB of course. Better than the original wet and cold effect though!
Don't use it so I couldn't say for sure they work exactly the same, I took a little look at Nexus pages only. From looking at file structures in the nexus page for Get Snowy, I'm not sure where it would be pulling its base texture for its shader from.
However, from the looks of the ENB Users optional file, if one was using that, you could overwrite its GetSnowy\Textures\Effects\getsnowy.dds with this file, and see how that goes. Whatever differences the shaders do or do not have, the textures function the same way for the same purpose. The base getsnowy.dds seems to be very similar to or the same as the dust version texture of W&C, at least enough to guess this much.
Only part I'm uncertain about is that there is no texture for non ENB users listed in the main file over at Get Snowy, just an esp, so I'm unsure what you'd have to overwrite to see this file's effect in that particular case.
TLDR: Yes, with a file overwrite for the ENB version of Get Snowy. Probably, with a file overwrite that I don't know where that is, for the non ENB version of Get Snowy.
I looked into the esp. You can't just replace the texture for the enb to work properly. There is actual records right to the time of day the modifies the shader, so it doesn't glow in the dark. Wish this issue with enb would get fixed. It does it with any magic effect that is applied to the players skin.
Was wondering what backpack mod that is in the screenshots I've been trying to find that one for some time with no luck anyone who knows I would greatly appreciate it.
I only play LE, and wouldn't want to throw something out there I couldn't vet myself. That said, maybe someone can chime in regarding texture formats for SE. It may well just work as is. I heard the major benefit for dx10 is it can use BC7, which is a less crushy compression. But then I heard SE doesn't even make use of BC7, so I'm like free shrugs.
Augh, the effect is amazing ingame - I'll post some pics when I'll buy some time to post them. All we need now is the REST frost effects to take care them.
Looks like it's possible you could use the textures to replace \data\textures\frostfall\_frost_plainglasstile01.dds and _frost_plainglasstile01blue.dds, or those are something absolutely unrelated and different. I'm just eyeballing .bsa contents and those look the most likely out of what is there.
Or, Frostfall uses existing assets elsewhere to create its frost effect. Having never used it I'm not sure how the effect even works in there. Is it the same basic deal as W&C and Get Snowy?

Replacing that too would be simple enough if I tracked down the maps it uses, I could look for those.
