This mod brings Cam the Altmer thief to Skyrim, you can find him hanging out at the Ragged Flagon in Riften.

Cam the Altmer Thief Follower
This adds Cam, an Altmer thief to the Ragged Flagon in Riften. He comes equipped with uniquely enchanted thieves guild armor (based off of Karliah's armor) and weapons (based on Mercer Frey's fighting style).
1.2 UPDATE Cam is now completely standalone (aside from the requisite DLC), and the files are now conveniently packaged into .bsa format. Ran through Tes5Edit and playtested!
