The mod you need in order for this one to work can't be found. I tried following the info you had in your description with the plain text version of the link (I just highlighted, copied, pasted, and went) and it doesn't bring up any sort of mod page. It takes you back to game selection for modding.
Bretons are the result of Aldmer(Elder Elves) interbreeding with the Nedes(first humans) during the Merithic era -- which is over a thousand years ago by the time of Skyrim. After the Bretons took control of High Rock following the fall and subsequent extinction of the Aldmer, the Bretons further interbreed and absorbed the remaining Imperial and Nordic populations in High Rock, resulting in the current Breton Race.
In other words, saying Bretons are "half elves" is simply incorrect. It would be like calling modern Italians "Greek" because there were Greek colonies in Southern Italy during the Classical Age.
Bretons are Men and Elves interbred over so many years, and so purely, that they have become a race all their own-- the blood of both species run in their veins.
More correct to call them a Human with Elven traits.
ok looks like i got it to work, but my half elf's face is shiny.... SHINY. why is it shiny and how can i fix it? it seriously looks like a reflective surface which totally clashes with th skin on the UNP topmodel i use.
Maybe, it's ambiguous if they're a nation of half-elves or descended from half-elves. They're descended from manmer. I.E a race that was first a group of half-elves that interbred more and more.
The race shown here in lore terms is more like what happens when a high-elf mother and a nord male have kids. Read "Racial Phylogeny" dude, children of elf-human relations inherit features from both parents, mostly the mother's side. They aren't instantly borne Breton.
I've always considered the idea that Breton peoples are descends of half-elves who interbred with themselves and begat a race of men who were similar to elves in magical ability but more "man" like in appearance.

@InfiltratorN7 I'm sorry but I don't know of any other way to get rid of the grey face bug, try putting the file with the npc at the bottom of the modlist as well and see if that helps, other than that I can only suggest prowling the forums asking questions of some of the veteran modders to find out what they think of the problem and acting on their judgement.
so, are you going to do anything for the males? because it annoys me that the males are just high elves with a few more skin color choices and different attributes.
i am back. its been a long time. finally, it is a success. for the part of not seeing the face in the creation kit, i got those face mods that you mentioned you used for the picture. there were probably those files somewhere, but i wouldn't know where to look. i am an inexperienced modder for the most part for the in game gray face, i took notice that when i export, the file wasnt being named correctly. the npc id was 06000D61, however it was being named 00000D61. now it is slightly lighter than the body, but it is way easier to look at than the gray face. and i notice that every once in a while anyway. it is only a small difference. thank you. i know bretons are half elf, but they look pretty human to me
