Wearing circlets with hoods, helmets, or hooded outfits isn't a part of the original game or it's DLCs, so you'd have to make the changes yourself. It's not that hard to do and takes very little time. Maybe the creator will make the change in a later version, hopefully.
Not entirely true. You can definitely wear circlets with with hoods and hooded robes in most cases. You can't wear hoods with helmets, and usually can't wear circlets with helmets.
The body slots we care about here are: * head: 30 * hair: 31 * long hair: 41 * circlet: 42 * ears: 43
From what can I tell, "hair" really means "scalp", i.e. "head surface above the brows", and "long hair" means "actual hair". Circlets don't seem to ever include any of these slots but "circlet". Helms are weird; many cover them all. Some are set for "head" alone, others for "hair, long hair, ears, circlet", or "hair, long hair, ears", etc. It's just inconsistent. I haven't tested it, but I think anything of type "head" will also block "circlet" and probably also "hair, longhair, ears"; "head" includes the face for sure, and none of the others do. Some helms can in fact be worn with a circlet (as UESP documents) and this can be exploited for extra enchantments; dunno if USP (USKP) and USLEP (USLeEP) fixed that. Hoods typically are "hair, longhair, ears", but some of them are bugged to cover more, like "circlet". That's the issue to fix here.
It's just a matter of removing the "circlet" slot from the Armor Addon (ARMA) and Armor (ARMO) records of the affected hoods and hooded robes in this mod. That's a very easy compatibility patch (to match CCF and WAFR, etc.), but I'm not actually using this mod yet, so I'm not going to take it on myself. I have too many modding irons in the fire already. If someone wants to do it, it's much more expedient to do it in TES5Edit than in the CK. Should be a very quick tweak.

It looks like this mod works on Skyrim SE unmodified (though note that the meshes are not 100% compatible and that might cause issues with other mods).
Is there any chance you could add Nocturnal's Robes to this mod as well? I'm trying to find an adequate replacement for Skyre's cloth crafting (since I'm trying to play without Skyre now) and this comes so close but I really want those robes back as an option.
I love the design of the sheogorath suits, but i have one complaint. I don't know if this was on purpose but when I look down in first person mod I see the collar of the suit I'm wearing which kinda covers the screen, at first i thought it was cool but when i swing my sword the collar goes into my face when I'm NOT looking down. If anyone else has had this problem can you please tell me how to fix it.

it is the best looking vanilla armor in my opinion.
