Or, if we're going to base it off of it's model, before the Dwemer existed, and during the events of Twilight Princess (assuming Hyrule eventually became Tamriel), when Link was finished using them he put them away. After that the Dwemer discovered them and decided they would modify them. So they removed the claws and used their technology to make it shoot fireballs.
