That is a user issue - sometimes changing regions or leaving a building will fix the issue - if it does not then you need to set the NPC weights through the command console.
Bellinda is one of the randomly assigned names for recruitables. Probably either just the mod author's favorite random, or they got confused and thought that she was a story character.
At one point I created a Mod for FFT - in which I added additional story characters and changed the games classes and skillsets for fun.
Bellinda was certainly a in game generated name that I used for one such character - with the class of Nightsister - my mod was made for a twich streamer and Bellinda was a huge hit with him and his community. So for that community Bellinda became an essential character
