The shout section seem fine, maybe it should be split into two bat files?
(*) caveat: maybe it will get bugged eventually. Also, rare stuff that tests the condition "IsCompleted" can behave as if MQ was completed.

*chuckle* This would be more useful if you were doing spot testing or needed to fast forward to test out a new mod (instead of starting a new game). The author had fully tested the impact this would have on the users game (see comment below). There's no telling what features will break and side-missions that will get walled off (buying homes, impact on DLCs, thanehood, dragons, major side quests that involve dragons, etc). He should've fully tested a few of his own PTs before uploading so he could disclose its impact. I'm only downloading this because I need to test out a few new mods I installed.
So this is a bat file If uploaded that skips it however will you become a thane of whiterun, will dragons still appear (for unlocking the rest of the shouts)?
