Short answer: I made this mod for me, and I'm too lazy to change it to a shout, and I only play on PC (so prolly never on SSE) . If you want a non-spellcasting home reachable anytime, you might try "Pocket Haven" (basically a player home in a bag) .
I set the spell requirements so that an entry level character can cast it (if you have a character that's trying to adhere to non magic role playing, then you've eschewed the main quest which requires spell casting, as well as loads of content) . I'm not sure how I can justify having the empire create a bunker for a Dragonborn, when it's been a while since one has existed. I guess I could just redo the entire mod, but again... lazy. ;-)
