the hammer part is for armor. the "beak" is not capable of penetrating armor. against heavy armored people the hammer is used as a concussion weapon. the thin sharpened beak for people who wear either no armor, or the type of armor that dampens the effects of maces and hammers (which can be cut rather easily)

while I'm not a fan of skyrim's warhammers, this one is very realistic in it's glory! though I would prefer it to be flipped to make it feel like the crushing weapon it would be, I'm still going to use this because I absolutely love it and it's ornate design.
Well, dispite being a hammer, you can use both sides. But yeah, a hammer is supposed to be used as a hammer. The pointy end is for breaking through armor en deliver the final blow by piercing your opponend.
