Had to take the time to endorse and comment on this. Really makes Whiterun look more civilised. It also sorted out a texture annoyance with the area (stables) opposite the Honeymead Brewery on the Chillfurrow Farm estate.
Seems to work in SSE for me as is with 1 Exception the wrmainroadmarket.nif well in the market the Wood Beam doesn't appear but I opened it in NifSkope latest version that supports Skyrim SSE and I just turned off the Parralex flag on it and after saving now it's showing the WRWoodPlanks01.dds etc.. Textures! =)
Not Parallax but that's cause SSE doesn't have it (yet?)
For SSE you dont need the meshes, the reason those are added here is to add the parallax flag, which SSE does not do, textures for sse need focus on normal & specular maps instead of parallax to get that shading effect. :)

After installing the meshes you provided I've discovered a missing ground texture near the boulder behind Belethor's Shop while testing the mod on my system. After messing with the meshes with some trail and error, I've discovered the culprit to be wrdrunkenhuntsmanbase.nif .. Removing this file from the folder below fixed the problem.
Thought I'd post after all this troubleshooting to inform anyone else who was having this problem with this beautiful mod. After installing I can never look back at vanilla Whiterun.
Don't make the mistake I did running this mod at a low resolution setting. You'll notice another bug where the dirt encroaches over the road much more than intended. I wouldn't mind it honestly, gives Whiterun an older/dirtier look that can be immersive imo but the glitch flickers on and off so do well to avoid that eyesore and keep the res around 1366 x 768
Just to add to this: The issue results from one of the vanilla texture choices in that mesh being a bit weird (color map: textures\architecture\whiterun\WRLandTundraRocksDecal01.dds, normal map: textures\landscape\TundraRocks01_N.dds). Since quite a few texture mods will change TundraRocks01 without changing WRLandTundraRocksDecal01 - because why would you even think that was a thing? - you'll end up with oddness from the mismatched color and normal maps. Pfuscher nullified the problem by switching to a completely different color/normal pair. Unfortunately, they seem to have chosen "textures\landscape\grass\aspenleafpile02.dds" (and associated normal map), which don't exist in the base game or any texture pack I have seen or can find. Pfuscher does have a "textures\landscape\grass\aspenleafpile01.dds" in their 4K Parallax Skyrim mod, so maybe they made another and never got around to releasing it? In any case, you could change aspenleafpile01 to aspenleafpile02 and it'd probably look okay. Or you could use Nifskope to change the texture references to something else. Or just stick with deleting the mesh, and deal with whatever results from that.
Late to anwser but in case you are still looking :Skyrim Ultimate Modding Guide - Graphics (here on nexus) has a section with grass and one of the suggestion make the grass in whiterun green and lush :).

If you don't have Parallax effect yet, time to grab it.
Saw some pictures with heavy specular, if you guys want a less shiny version, tell me. Or just change your enb to normal values ;-)
