Notes about MQ302Test (XBox players could perhaps use QuestDebugger to issue those commands)

For example "setstage mq302test 200", "setstage mq302test 200", "setstage mq302test 8" may be attempted to give back Windhelm back to stormcloaks (if it glitched out, perhaps after a botched attempt to start a Windhelm relief battle...).

Other hold numbers (and formids for the hold / city location, if you prefer commands such as "getkeyworddataforlocation 1676b cwowner" to checking civil war map color flags)
      1 - Haafingar 16770 (captial: Solitude 18a5a),
      2 - the Reach 16769 (Markarth 18a59),
      3 - Hjaalmarch 1676e (Morthal 18a53),
      4 - Whiterun hold 16772 (Whiterun city 18a56)
      5 - Falkreath hold 1676f (Falkreath city 18a49)
      6 - the Pale 1676d (Dawnstar 18a50)
      7 - Wintehold hold 1676b (Winterhold city 18a51)
      8 - Eastmarch 1676a (Windhelm 18a57)
      9 - the Rift 1676c (Riften 18a58)

      Other stages of MQ302Test are
11,12 - only useful in testing Season Unending
100 - switches over to changing the ownership to imperials
200 - switches over to changing the ownership to stormcloaks
      Notes:
      - initially the quest is not running, and it initializes automatically to imperials, so I recommend repeating twice "setstage mq302test 200" (and verifying that it was set properly with "sqv mq302test")
      - it is required to leave the hold locations and travel far away for the changes to be enacted
      - it is not guaranteed that those changes will happen - in particular, spamming these console commands may jam them and break the subsequent battles/negotiations results (fortunately, it is naturally difficult to spam those changes with "Upheavals" functionality of OCW Wargame mode - dodged a bullet there!)
