I had a horrible corrupted actor value glitch that fixing with console commands gave my character a permanent low-health blur effect. I pretty much had to choose between having 5000 extra health (that I did not want) or setting it to the real value and having the blurred effect because the game though the 5000+ value was the normal health and anything below was my character having low-health.
