I think I fixed it by typing player.setstage da13intro 0 then meeting kesh at the shrine.

This might be 4.5 years late, but I created a SE/AE version: End Inappropriate Afflicted Encounters SE

Does this mod work if you have already completed the only cure before installing it?

Yes, that's exactly how I used it myself. There are so many cool encounters now, that I was missing because of all the silly Afflicted.

Thank you for making this. I was so tired of running into them, and I haven't seen them sines.

Is there a way to just stop them spawning completely? I met three on the road between Whiterun and Fort Greymoor. I encountered several more before I got to Dragon Bridge. It seems the majority of Skyrim's npcs are cloned male afflicted. I see them more than the blasted wolves!

Try talking to one of them. If they have dialog, they will give you a quest, then you should stop meeting them. If they don't have dialog, do some Googling on "Kesh" and "The Only Cure". Install this mod and complete that quest, and they should stop. The quest reward is one of the best in the game, so I always do that one as soon as I think my character can survive it.
