add this mod to your list and then admin command "psb" gives all spells.. easy peasy

To find the id go to the console and type in

help party 4

After you do that you will see a list of id's, look for the one that says spel "ID" party time, and use that id.

  It adds it but had to use help party time
  but its not permanent like in oblivion and comes back pretty fastl
