is this compatable with the paartenuex dilemma and also do the lower versions (20 etc) have a lower amount of shouts that need to be learned instead of needing to learn the one of every shout

      It should be compatible.
Different options only mean different number of dragon souls you need to absorb.

I know i probably won't get an answer (~3years late), but the Quest to give player the perk doesn't start what so ever(has no triggers as i far i can tell), I'm trying to fix it but i lack knowledge (played the game normally once and met all requirements but i never got the Perk(Only when embracing/pacifying vampire/werewolf stats using the mod Tainted Blood #37658)).

The mod is not made as a quest. It adds a spell to the player that becomes active (adding the perk) once you've met all the requirements.

First of all, thanks for your reply.
After 2 days going thru CK, Checking every aspect of your mod (trying to fix my problem), i noticed the spell has conditions (HasShout, DragonsAbsorbed) and there is a Quest (mmmStrongVoiceStart) that adds the spell through Quest Aliases (Alias Spells), but that spell never goes active, maybe i'm missing something, even tho i went to fandom wiki to make sure i had every shout possible (You don't specify them on your mod description (other than every shout available before ToTW)) and over 30 absorbed souls. I even tried to lower the requirements but nothing, Modding is hard: https://imgur.com/lMvetiP

I haven't played Skyrim in a while, but I don't remember having problem with this mod. I don't know if changing conditions after spell was added will work (from my experience sometimes it does, and sometimes it doesn't). Here is a list of the shouts you need (first words that is):

      Spoiler:
      Show

      Animal Allegiance

      Aura Whisper

      Become Ethereal

      Disarm

      Dismay

      Elemental Fury

      Fire Breath

      Frost Breath

      Ice Form

      Kyne's Peace

      Marked for Death

      Slow Time

      Storm Call

      Throw Voice

      Unrelenting Force

      Whirlwind Sprint

I got it, It's working perfectly now (wasn't for me), tweaked a little, removed dungeon shouts kept dragon lair ones only (to keep Esbern/Paarthurnax source of power quests), now i need to figure out how to change word walls, want swipe Skyborn Altar>Sunderstone Gorge (there 2 lairs for Frost Breath and no Fire Breath)

Arngeir is more than stubborn and contradicts himself. first he says:
"The Dragonborn is an exception to all the rules - the Dragon Blood itself is a gift of the gods. If we accept one gift, how can we deny the other? As Dragonborn, you have received the ability to Shout directly from Akatosh. We therefore seek to guide you on the proper use of your gift, which transcends the restrictions which bind other mortals."

    and yet:

"As I said, you will know you are ready when your Voice can open the path to him.".

    - foolish. he knows how to open the main path, he have the means to open it. but he won't teach it. even if so-called "exception" is standing in front of him. even if dragonborn knows every other shout (excluding mockery known as "dragonrend" ).

as a result Paarthurnax says: "(...) Others do not come here to train anymore. Saraan. You are the first in over a hundred years.".

but! it's not the greybeards that are at fault, oh no! it's develoopers of course. many leftovers found in archives are a proof that game was cut to pieces and reduced. program-necromancy Paarthurnax could be discovered while exploring! only it never happened. Bethesda's crew finally disabled him from "Skyrim" and make him (almost) only quest dependent.

it's very nice to have mods such as this one, but the game still needs to be rebuilded from scratch. maybe, just maybe with this 64bit version someone dares to...

There was a planned feature to meet Paarthurnax out there in the world? Damn, Bethesda really did cut corners when they made Skyrim.

Do you have plans to port this mod to SSE?

I don't have SSE installed and I'm not planning to install it in the near future, but I can give a permission to whoever want to port this mod

I don't think Arngeir exactly lies lol. He says that you aren't ready, but you have to meet Paarthurnax anyway. That's not the same as lying. It's like saying that you're training to be a doctor but aren't ready to preform surgery - but a man is dying and you are the only doctor in the house, so either you preform surgery anyway or the man dies. Or that you haven't completed boot camp, but the base is under attack, so even though you aren't ready for combat, you either pick up a weapon and defend yourself or you die. It's not a lie, it's circumstances have forced your hand.

Not that this "disqualifies" this mod or anything. It's always nice to have other options. I'm just saying, Arngeir is not actually lying. In his own opinion, you aren't ready - but because of the Blades you have to meet Paarthurnax anyway. It's a story telling element in an attempt to give Arngeir more character.

You are probably right, but the way he says that always leaves me with "whaat?" on my face I feel maybe the construction of the dialogue is just not good.

This sounds very nice. I'm a big fan that slow down the (imo) rushed Vanilla quests. This will feel like you actually achieved something before you reach Paarthurnax.

    Good job, man!

    Keep up the amazing work!

    Kind regards

Me too. I already have "Not so fast - main quest" installed, but THIS was bothering me everytime I replayed Skyrim, so I finally decided to change that. Besides, I always felt like main quest proceeds too fast, and with all my mods installed it makes impossible to kill Alduin so early in game. So what I always did was, after getting Elder Scroll, I would go to College of Winterhold to learn magic and travel through Skyrim learning words of power.

      Cheers!

INCOMPATIBLE with any mod that modifies The Throat of the World quest.
      ===================

so i guess the Not so fast mods do not touch that. what about Timing is Everything mod? or anyone know of mods that would be incompat w/ this mod?

I use over 220 mods including Timing is Everything and Not so Fast, and it works without any problem. I think Timing is Everything doesn't touch that quest (according to my test) and I don't know any other mod that alters it

This is quite interesting... Might use it when I get out of my current phase of rushing through everything.

This would compliment the crap out of mods that make Alduin more difficult. I just installed Deadly Dragons, so here goes...
