A few years late to the party, but there is a clear solution here.
1) You're most likely using mods that rely on this one. Without this, the other mods cannot be active, they WILL crash the game otherwise. 2) Most mods cannot be "uninstalled" as easily as you think. When you install a mod, you permanently change the save file. The save file, like mods, rely on this one to work and will crash without it.
If you got here by way of Bandolier, delete all the Bandolier mods. Then reload ONLY Bandolier and Bandolier for NPCS. Any other Bandolier files will entangle you with this. At the Bandolier FOMOD, use "none," only.
