To clarify- does this mean the skills themselves won't level (gain xp), or that they won't contribute xp to your overall character level? And yes, this is totally a useful mod! Better than Uncapper, for me at least since I already have other mods that tweak my skill progression based on each character's starting stats etc., so don't need a full overhaul, just something simple like this.
Isn't one .esp for each individual skill a little too much? The Community uncapper by Elys can do this (and more) without an esp file (because it's an SKSE plugin).

They will read this post and come to their own conclusions on whether or not they want a mod where they need to play an active role in imputing their preferences, OR be lazy and download mine
