I used this on the Xbox after I defeated the Stormcloaks. After a week in game. The Stormcloaks came back and were claiming their old forts as theirs even though me and the imperials had taken those forts over. Any thoughts as to why that would happen? Optionally open the esp in SSE CK and save it so the esp is flagged as 44 SSE esp. Doing so will stop mod managers or loot reporting it's an oldrim esp.
This mod makes it impossible to start Blood on the Ice if you already completed the Civil War and the Dark Brotherhood quest on Nilsine. After those quests, for whatever reason, the markers and references never get filled in for Blood on the Ice. After I disabled and enabled the PRIDs that this mod effects, I walked into Windhelm, finally the quest starts.
I don't see how this mod could be cause. However the Blood on the Ice quest is known to get broken easily. There are several occassions that can prevent it from starting. One of them is completing the Battle for Windhelm, another one is killing Nilsine for the DB. Both of these issues (and a lot more) should be fixed by the unofficial patch though. If you don't use the unofficial patch that's the issue. If you use it you might have gotten unlucky because you did two quests that prevent the quest from starting or something else happened that triggered the bug. This mod most likely is NOT the issue-the answer is right in your post: 'Dark Brotherhood quest on Nilsine'-that LOCKS the quest out. From UESP's page for 'Blood on the Ice': 'Although most of the NPCs needed for the quest to initiate are marked as essential, another quest, namely the Dark Brotherhood quest Mourning Never Comes, will encourage you to kill Nilsine Shatter-Shield. Even though she is not related to this quest, her mother, Tova Shatter-Shield, will commit suicide if Nilsine is killed, and will therefore render this quest impossible to initiate.' I've had this issue myself after killing Nilsine, and without this mod installed.
Thanks for this mod! I'm using it in Skyrim SE alongside Open Cities, and unlike some other mods that claim to do the same thing, I'm happy to report that it works perfectly.
I have an immersive suggestion. Rather than immediately allowing clean-up after the war, could you institute a quest that requires you to go around to certain NPCs and rich families that differs based on what faction you chose (ex. Silverbloods for Stormcloaks; Imperial Representative for Legion) and ask for investments for the reconstruction process? Make it like three different major NPCs that you need to get signature from, spread across Skyrim depending on faction. Additionally, could you add in an alternative solution that involves you paying the funds straightforward, and require it to take a hefty cost. Lastly, have it so if you wait enough days (months?) after the war, it will be free and require no quest, showing that the government acquired the funds themselves finally.
I think this would vastly improve immersivness and it could easily be implemented in an alternate version for people who don't want all of it and just want the base mod.

I've had this issue myself after killing Nilsine, and without this mod installed.
Installed it then talked to Ulfric and everything worked like a charm. Endorsed!
