It would be particularly interesting if this was dedicated to the old Nordic interpretation of Julianos, Jhunal. He was the god of hermetic orders and runes, was represented by an owl going back to the "Old Ways" that Froki talks about. The Nords considered him the father of mathematics and language.
Jhunal was generally just the Nordic god of 'people who aren't physically capable have their own kind of worth to give to the world'. An influence that is heart-breakingly absent from modern Skyrim.
it would be good if the priest could be useful, like sell you stuff or something rather then say "yes" and "can I help you", you could add a bit of functionality to your mod on your next update, they are other Shrine to Julianos, one in Solitude, Fellglow Keep,, Harmugstahl, Fort Amol, why do you want one in winterhold, with a priest that says very little, I had mods that seemed ok, like Six6Star Studios Archery ProShop Chain, bought a quick-draw bows, after a while I use it on a large bear, I aimed and fired, the arrow pop out of my bow and fell to the ground, it did that 4 times, got kill by the bear and I had remove the mod and go back to the save file when I installed the mod, place all the save files into a folder and added them in one at a time load them in and deleting them and do a new save as I go, it took me 40 minutes to fix's them in order, i am now a bit wary on picking mods that look good.
You say that this mod is not compatible with any mod that drastically changes Winterhold. It is not true. This mod is perfectly compatible with Winterhold Restoration.(https://www.nexusmods.com/skyrim/mods/11616)
This is a really nice addition, though you could also add to the nexus the shrine version, it was little, but a immersive little thing. Downloading and endorsing, thank you.

It has an option to overhaul Winterhold as well. I think the Winterhold part of ETaC isn't compatible, as far as I know.

I might give it a try myself, one of the following days, although, I myself also am not an expert when it comes to textures.

I really love these kind of mods which add some much needed immersion.
