I traced the bug to riding the dragon during the Final Solstheim story mission. Riding a horse, saving and then loading that save any time after the dragon ride, I'd get this bug. However I loaded an older save before riding the dragon, and redid the mission. Rode a horse, saved and loaded. No bug. Closed the game and loaded the new save again just to make sure. Still no bug. Maybe the bug can come back if riding dragons again, but I never do so. Try doing the mission again, save before the dragon flight and do it until you stop getting this bug. I also wonder if simply riding a dragon again after this bug occurs could somehow unbug it, making horses usable again...
You know its incredible that such a legendary bug has never been truly fixed by anything, you find threads talking about this bug all the way back from 2011, in both the console the PC versions wouldn't be surprised if this exists in VR and SE as well... Its as much amusing as it is depressing.
I do not know if this can help anyone, but I managed to get rid of this horse bug problem permanently by following these steps:
1: opening the console and typing the player.tc lines described 2: mounting my horse 3: getting my bow ready (I do not know if it can work with another weapon) 4: saving (so, on the horse with the bow in hand)
When loading my just saved game, the camera was again pointing at my character. I made another save after dismounting to be sure, and it was back to normal. I cannot guarantee that it will work for someone else but it worked for me.
Tried it but couldn't get it to work. Camera is fixed to horse when loading save. Tried killing horse, tried killing player (have death alternative- thought entering bleedout would reset camera but nope.) Was there a specific horse you did this with. RefID? I tried it with my Solitude horse.
I believe this bug can be caused by riding a dragon, possibly by going up a level or casting a spell while you ride. I was able to cause the bug during the last quest of Dragonborn by riding a dragon. I still don't know a way of completely solving it, except by going back to an old save, but this mod is a good workaround if you don't notice the problem until too late.
