I had this issue a month ago, and it was infuriating. I had a lot of trouble finding a solution, so here's to hoping this helps someone! After installing ENB/SweetFX, copy and paste d3d11.dll and dxgi.dll from your System32 folder into your Skyrim folder.
I'll just add a little pointer here. ( I don't know if this will help someone out there ) SO after I put everything in my game folder, my game won't start. since I am on windows 10 I tried the one from the description but to no avail it doesn't work. so I renamed my dxgi.dll to dx11.dll and it worked (sadly the d3d11.dll tip didn't help but it did give me the idea of this one.)
man ICBINE 4 is yet one of my must have ''enb-ish'' mod for skyrim. Kudos Elsopa.
The solution is to delete dxgi.dll, not rename it. It should not be included in this package at all, since it's the wrapper for SweetFX on DirectX 10/11, and Skyrim LE/Classic (Oldrim) is a DirectX 9 game. The file d3d9.dll is the corresponding DirectX 9 wrapper for SweetFX and is already included.
i don't have any 2k/4k textures installed, my ini settings are not even on ultra to avoid stutters/lags (i'm into gameplay scripts) and yet my game looks so pretty in my monitor and i haven't tweaked some imaginator settings yet ;(((? i think obsidian weathers don't blend well with this when i went outdoors so i might install vivid weathers next
i can't use enb because i don't have gpu so thank you it works well.
edit: i tweaked some sweetfx settings including imaginator and it really looked like it has air enb applied i swear. i used obsidian weathers cuz vivid weathers seems to cause me some lag.
This is the first ENB (I know it's not really an ENB) I've ever managed to get working. Although I have to say I'm not satisfied with the results, even after experimenting with all the different values in the sweetfx config file. Daytime is just way too bright, and nighttime is just way too dark. Turning on sepia helps a little, but no other effects impact the issue. If it matters, I'm using Cathedral Weathers and Imaginator, both of which allow lots of color and brightness options, but it could take years to find a happy medium. Maybe sweetfx just isn't for me /shrug.
Amazing mod ^_^ My game is looking great and I have practically no performance hitt with ICBINE ! But there is a weird "problem" when it rain during the night the game turn too dark, like very very dark. I changed the brightness on Vivid Weathers, changed the configs on the "Lift Gamma Gain" but still cannot see a thing. I believe this is something related to Vivid Weathers, but is there something else that I can try ?
Thank you, about the darkness, this affects every weather/time of day/location...basically everything you see on screen. So unless you dont want it to affect the rest of the overall look, as you mention, something should be changed somewhere, I didnt have that issue, at least I dont remember TBH. Maybe try to see if you have another mod that affects the rain weather..?
I was looking here, do you know if Relighting Skyrim mod or ELE something mod affects rain effects? Because I remember downloading it for the interiors lights, but I'm preety sure they are the only ones that change any kind of light.
Well , gonna keep testing and disabling mods, I already know that the Extended rain and snow from Vivid Weathers are fine. Gonna try disabling others. But thanks for the reply, and thanks again for the great mods ! ^_^

Just a quick tip for fixing Windows 10 incompatibility with SweetFX and sometimes any sort of ENB. Install DirectX 2010, located here: https://www.microsoft.com/en-us/download/details.aspx?id=8109

How to remove the "HDR" or Bloom effect?
You write: I DONT LIKE THE BLOOM: Open SweetFX_settings and disable Bloom.
But your SweetFX_settings file does not conatin this setting.

Change:

into
#define USE_GAUSSIAN 0
And save file :)
But i find the solution, i use a No HDR mod from Nexus and now its working fine. :)
