If anyone is still looking for a way to get the bat file to work, I've found it easier to just make a new one. To do so you can make a text file in notepad and paste this into it:
And save it in your skyrim folder (not the data folder) as dragonballspells or something like that. Now if you type "bat dragonballspells" into the console it will give you all the spells and variations I could find. Sadly I can't find any codes for solar flare using the help command, so it's not included.
If you want the increased jump height, speed and melee damage you can add:

to the existing file, or make a seperate one, so you can choose to have the increased movement or not.
