    If anyone is still looking for a way to get the bat file to work, I've found it easier to just make a new one.
    To do so you can make a text file in notepad and paste this into it:

    Player.addspell 3A000D62
    Player.addspell 3A000D70
    Player.addspell 3A000D74
    Player.addspell 3A000D7A
    Player.addspell 3A000D75
    Player.addspell 37000D62
    Player.addspell 38000D62
    Player.addspell 39000D63
    Player.addspell 39000D6B
    Player.addspell 39000D6D
    Player.addspell 39000D6A
    Player.addspell 3B000D62

    And save it in your skyrim folder (not the data folder) as dragonballspells or something like that.
    Now if you type "bat dragonballspells" into the console it will give you all the spells and variations I could find.
    Sadly I can't find any codes for solar flare using the help command, so it's not included.

    If you want the increased jump height, speed and melee damage you can add:

    player.setgs fjumpheightmin 500
    player.setav unarmeddamage 500
    player.setav speedmult 200

    to the existing file, or make a seperate one, so you can choose to have the increased movement or not.
