This mod is amazing. One of the best Dragon mods out there. Simple, lore-friendly, effective and best of all: script-free. It's really a shame that it's so underrated.
I checked both mods' actual data files. There are no obvious conflicts between these.
Your request, 'Dragon Real Shouts' focuses on soundfiles to match the dragon's voices. Great idea on that mod, BTW.
However, RDS does effect some game files besides the sounds for some odd reason. This alternate dragon shout mod, only touches the sounds:

I recommend the loose files version, as it will not limit the number of mods you run.
"Powerup" modifies the dragons attacks and defense powers to be way more dragon-like and less (Vanilla Skyrim) an annoying giant crow. It does not touch sounds.
In fact, these two should work quite well. I am testing this now along with DCO and FIO to see if I can get massive dragon battles with wildfires (or frost flows) and a burning (or freezing) landscape as far as the eye can see.
However, apart from DCO adding +1 or +2 dragons to a fight, fighting one dragon is still not hard enough for me.
Essentially, I like DCO, but I want tougher dragons -just like your mod adds them.
Have you tested this with Fire and Ice Overhaul (FIO)? FIO places fire attacks on the target and on the ground nearby the target, and FIO spreads fire attacks across the ground and even into trees!
That would be great combined with your dragon flames or ice burning on the ground with special attacks.
I am going to try your mod placed below DCO in the load order to see if it works to buff up dragon powers and HP, and reduces damage by nearby NPCs and my follower. I will also see if the dragon AI is also still as smart as DCO.
