I have found several "undisturbed" Nordic tombs with "The Talos Mistake" book in them in vanilla Skyrim. The draugr probably got these fresh potions from the same source as the books. Also in terms of lore ancient alchemy more than likely used magic to preserve the potions using a spell like the "Slow Time" shout. There are always ways to fix inconsistencies with realism using lore friendly interpretations.

I don't recall any references in Skyrim to suggest the Urns are repositories for ashes (ash or bone meal doesn't show up in them) but plenty saying they are where gifts or necessities for the dead are kept or offered. The Nords seem to take care of granny in one of two ways; stuff her in a niche, or; practice ex-carnation (flesh stripping of the bones) and then stuffing her into a niche.
As for all the empty urns - you're the last in a long line of adventurers helping themselves to the goodies. You're getting the dregs of the dregs of the dregs of whatever was put in the urns in the first place. With that in mind, can you imagine what was originally in them? Ooh-la-la!
Of course, if your a Bosmer it's a whole other kettle of earwax.
Maybe Sheograth is putting the loot in there for an ol' fashion "Easter" egg hunt. We just need to find a way to make urns explode 20% of the time. Or have some poisonous snakes pop out of the urn.
Sure, some ruins you could argue have already been looted - some are inhabited by bandits, or strewn with the corpses of less fortunate adventurers, but many are also sealed up tight, locked behind doors with the key or switch blocked by undead guardians or moved somewhere else entirely like the gold or ivory dragon claws.
One day long past, I suggested this idea to a mod maker (who had made a mod changing the loot in sacks and barrels). They refused. But after many moons, the day has finally came. Rejoice - Increased Urn Loot is here.

ok about the "moral" reservations, umm while the remains are just that=remains/ashes and no spirit or such hanging aboutas long as you don't actually desecrate the remains (like sprinkle all over the place, or just pour them out to get the "sparklies" or at least sweep them up and return to urn. then all is good, and if there is/are haunting things you could make them a deal to avenge them on whomever killed them for the goodies inside the urns? a fair deal. and a request, your stating that the mod did not add the "cute" lil urns... well why not? would be a great thing to buy the cute lil urns and a screen device so when you find a filled urn you could use the screen and "cute" urn to strain the ashes/goodies into "cute" urn and keep goodies then pour the ashes back into original urn a tool to maintain proper respect for ashes and proper placement of goodies, in your pocket I am enjoying this a lot but would like a cleaner way to get the loot.Thank a ton for the extra loot

*Their* gold maxes out at 9 gold pieces. Otherwise, awesome. It always bugged me that so many people were cremated and left with nothing. For that matter, it bugged me that so many got cremated at all. I might need to crack open the CK and remove a bunch of urns to at least somewhat balance out the effects of this mod. How about a tiny tiny chance for urns to contain an enchanted weapon? Like a family sword/warhammer/whatever. (You would not believe how hard it is to type warhammer with a lowercase w on the Nexus. Or is it Edge doing that?) Regardless, it's good that this exists, because it needed to. I'll be sure to try it out on the special edition when that comes along. I'm making one last-ditch effort to make Skyrim interesting again, and I figure I might as well wait a while and do it in 64bit.
