You're right though, only real difference is this one is three shouts accessible without console commands while that one is rings and spell tomes, and the names and backstory are somewhat lore-friendly.
There's nothing wrong at all with putting your own touch on an old concept. Many many high quality mods started off as a project because someone didn't like the other options available and its a great way to get motivation to make something

I might just add that as a required mod. I honestly don't really know what I'm doing otherwise and info on making shouts is in very limited supply.
