Nope. It isn't there in requiem. This patch brings the damage,value and weight of the mace to be in line with the values from Bloodmoon. These have been selected with reference from KFR. It also adds a Requiem style description to the mace and buffs its enchantment and no. of charges on it.
P.S. If you have the mace in your game, it is most likely from Immersive Weapons. IW makes it spawn on a certain NPC on whom it doesn't make any sense IMO
