Possible to make a Lore-Friendly one where no Base Carry Weight is changed and when Magic is Increased Carry Weight goes up by 20, for Health its 30 and for Stamina its 40. So that way people who want to focus on being a Tanker or Mager just increase Stamina once in a while and focus points on Magic & Health.

If you look in the Files section and scroll down to Optional Files you will find more than one version with no raise to the Base Carry Weight. However, if you use Mod Organiser or Nexus Mod Manager the versions in Mail Files are modular so you can select only the features you want.
As for your other request, I do not know if it is even possible to do that and I cannot check as I still do not have my own working PC.
I have added a version with an NMM installer and updated the Mod Organizer file to work with the same renamed files that the NMM installer uses. Howevfer, this now results in two esp files if you want both of the features of this mod.
Not yet. I plan to learn how to make one of those NMM compatible files that let you pick options, including just on of the features of this mod, but I don't know where to start at the moment. In the meantime, there are mods that do just Stamina if I remember correctly. However, I can quickly make a version with just that and release it.
@Krozam, I have now added versions with just the Stamina changes and just the base carry weight changes, so you can just pick out the one that you want.
@battleslut, I have actually found a good tutorial so have already started to make a version with a FOMOD installer.
All I did was modify some numbers for each "race" for the base weight and a number under Gameplay --> Settings for the Stamina change. So even Bethesda classify at least once of the features to be "gameplay". I also consider altering the "races" to be a gameplay change.
Ok, I don't want to be a shitlord but with the Skyrim community uncapper you can do this fairly easy, at least the amount of weight given by stamina (and also health and magicka) so it's kind of useless. The initial amount given seems correct to me, given it's an rpg and once you reach higher levels you can carry thousands of s#*! in your pocket, buuuuut that's just my opinion. Only downside with the uncapper is that most people is lazy and doesn't even bother in opening and editing a .txt. I'd say this is a mod for lazy people
It is not just for lazy people. As I said below different people prefer different approaches. In this case, it is good for those that want the carry weight features and only those, not the additional features of Community Uncapper. Different mods to cater to different tastes is never a bad thing. It is good.
Also, preferring to simply play the game and not edit a file is not lazy. It is simply a different approach.
EDIT: Community Uncapper also does not alter the base carry weight unlike this mod, so it is definately a case of different mods for different tastes.

Download -> Install from archive -> Double click the archive -> Click Manual -> Right click the one you want -> Set as data archive -> Click install
