THIS MOD WORKS PROPERLY ONLY ON NEW GAME
1) DESCRIPTION This mod changes Skyrim into a real unleveled World. Your enemies (and random loots) don’t grow anymore around you. Skyrim is divided into 276 Encounter zones (every one could be a dungeon, a castle, a tower, an open space…). In vanilla Skyrim most of them have a dynamic level of difficulty, so that they are always at the same (truly a bit under the) level of player.
Now these settings are over, so that you will find:
21 zones (7,61%) with level of difficulty (and random loots) 1-5 30 zones (10,87%) with level of difficulty (and random loots) 6-10 26 zones (9,42%) with level of difficulty (and random loots) 11-15 38 zones (13,77%) with level of difficulty (and random loots) 16-20 36 zones (13,04%) with level of difficulty (and random loots) 21-25 32 zones (11,59%) with level of difficulty (and random loots) 26-30 26 zones (9,42%) with level of difficulty (and random loots) 31-35 25 zones (9,06%) with level of difficulty (and random loots) 36-40 42 zones (15,22%) with level of difficulty (and random loots) 41+ (and more = these zones are uncapped)
Generally Draugrs Dungeons (Bleak Falls Barrow included), Necromancer & Vampire & Warlock Lairs and Dragon Lairs are very dangerous zone, NOT suggested for low level player!
How bad would it be to install this midgame on SE? I get that it's recommended to install this on a new game but what kind of problems am I looking at if I were to do it midgame and on SE?
ive finally figured out why i had to uninstall this mod... so this mod does exactly what it says, and it sounds good on paper, but ive recently realized that this just doesnt work with skyrim... this is the problem i faced many times... real early on, you cant do most quests because ur level 1, and bleak falls barrow is like level 20 area... im not against hard zones, thing is, if im at a location and i am vastly underpowered, who wants to leave and come back? especially with some of the other mods ive got like bullettime , who woundnt try to just strong arm their way through? so i finally figured out that once i hit an impossible location i start cheating hard with the abilities i have and just push through, its boring that way... im level 7, and theres 6 level 40 vampires in front of me? no problem! bullettime, chug all the wine i have as the ability burns my stamina, and boom, they all dead... The thing is, quest givers will send you to a place and u dont know the area level, so u go... its not like WoW where generally the quest givers are in harder zones in the first place to give u. just my three cents.
If you are still interested, I was also trying to figure this out and ended up opening up the Game Banshee vanilla map and the mod in TES5Edit to make one. It doesn't include all areas, as not all of the encounter zones names directly correlate to a location, and it doesn't have any of the DLC locations included in it, (though if I remember correctly most of Dawnguard is in the 20+ range and most of Dragonborn is in the 30+ range) but it does roughly map out the regions as broken down by level. I've uploaded it in the images section; I'd recommend right-clicking and opening it in a new tab as it is larger than the Nexus can easily display as a pop-up.
this mod description is my dream like skyrim, i hate how the game is always changing following my level, this completely turn me off, but this mod work? i tried many unlevling mods but they always fail, can you tell two high level zones for me to test if it will spawn higher level enemies?
Playing with the mod for exactly one month, for you looking at this thread wondering if you will test this mod or not.
it works excactly like the description say
not bugs encoutered till know, but it must placed at the botton of the load worder, install it with morrow loot and prepare yourself for a f*#@**** hardcore experience, no one will give a s#*! about you.. you must prepare for encouters
and this mod is pretty immersive, locations inhabited by bandits, they are fairly week but sometimes a seasoned warrior wil be with them, draugurs are cursed people, they are pretty menacing, in level 10 with the help of a follower i killed only one, you will need to use tactics i lot
i recommend the combo: combat evolved - morrowloot - Real Unleveled Skyrim Reborn
i loved this mod, the experience i was seeking, endorsed
Skyrim doesn't become unleveled just because you change the levels of the encounter zones. You have to change the level of each enemy individually to achieve that, like Requiem does.
From Permazones: "However, while Skyrim leveling is almost entirely based on player level and encounter zone level, it isn’t quite that simple. While the minimum level of each Encounter Zone (or player level if it’s higher than the min. Encounter Zone level) sets the general level for enemies, enemy levels have an additional multiplier, a Game Setting called fLeveledActorMult controls the level of the enemy you will actually encounter while playing. There are actually four settings: Easy, Medium, Hard and Very Hard. Every enemy you will encounter falls into one of these four categories. If an enemy falls into the Easy or Medium category, their level will be lowered, if they fall into Hard, they will be basically at the same level as the Encounter Zone min. level (or the player’s level), and if they fall into Very Hard, their level will be increased slightly. Most fodder enemies, the general mobs you find en-mass are Easy and Medium enemies, mini-bosses are Hard and bosses (like Bandit Chiefs) are Very Hard. This lets you find a good mix of enemies of varying level in every encounter zone, so instead of every enemy being exactly level 15 or something, you find a range from level 10-20."
So please don't call your mod unleveled if it's an encounter zones mod. It might be harder than vanilla but not entirely unleveled.
This mod is compatible pretty with anything, so with mod that changes npcs and loot. RUSB simply changes the level of encounter zones. Nothing more. Give it a look with tes5edit to see.
In addition to what Adolphen said, if you use these two mods with this load order:
Morrowloot Ultimate Simplified (No artifacts version) Real Unleveled Skyrim Reborn
The first unlevels random and static loot plus lore factional distribution for both. The second overwrites the unleveling of the random loot by the ERSO zonal leveling, but respecting the lore factional distribution.
In other words, the first decides the TYPE of item to spawn, the second the LEVEL. And both, the factional zone of Morrowloot and the leveling zone of ERSO, are respected, making the distribution in synergy.
The mod changes the level of all encounter zones, that aren't anymore leveled to player. Now they are "free" from player's level, so in these terms "unleveled".
I was using a mod -Encounter Zone Levels Set to 150- that, if i understand correctly, set only interior zones to 150, so the level of enemies in this places are random, at least i saw some simple draugrs and deathlords together, i think is really random but this mod affects only interior.
Your mod, looks like affects exterior and interior zones, includes loot and enemies in interior and exterior zones to be random leveled inside the numbers that you configured?
What happens if I uninstall the 'Encounter Zone Levels Set to 150' or your mod?
And lastly, affects dragons on lairs and random dragons?
~I hope you understand what I said, my English is not very good, sorry
Love this mod, it's simple and easily installed. Unlike some of those really complex unleveled mods that require so many other programs just to run it.
My only suggestion is maybe some more customization or MCM config, like setting a minimum/maximum level within the zones, or in general (so you never run into an enemy that's level 1)

I wonder if there will be ever an unleveled enemies mod that doesn't touch anything but only enemy leveled list. Would such a thing be possible?
A man can dream.
No, really, why when there are tons of other mods that will conflict with this?
Give it a look with tes5edit to see.
