From what I understand, it makes the DAMAGE the same for all difficulty, not enemy HP; By increasing game difficulty level by in-game options, you risk in first 30-40 levels many one-shots; I myself like more difficult enemies but one-shot concept seems very ugly to me; By using mods like this you can increase the resilience of the enemy without increase risk of receiving one shot's; A player character is fairly powerful in beginning of a fight (when magika - stamina - hp bar are full, so increasing enemy resilience is probably the most rudimentary but still efficient way to increase game difficulty).

It's just a small tweak I made for my own game, because I wanted it.
