Noticed something, so I figured I would let you know.
On my most recent play through, (less than 2 weeks ago)... I had a similar problem. The Jarl didn't want to speak to me, after I had his note, etc...
I ended up restarting the game twice (Just playing through, both outside of Falkreath), and he ended up resolving it, giving me the option to speak to him later on. (After I started the Thief and DB quest lines, and turned in the Dragonstone.) The saves also aided in resolving the conversation issues with other people not wanting to talk as well in the thieves guild. (*shrugs at that one*)

Why do I bring such up, before this file was even released?
To have you keep an eye on the issue, and be aware of the issue being present, with a solution already built in.
Note, so I am understood on this : I am not saying this doesn't work. I am not saying it doesn't do any good. I am NOT saying it is a waste.
(I have multiple files that fix minor problems of similar manner, for other issues. A fix is always good, should someone have the problem) Thumbs up on the looking out, and trying to help people.

What I am saying is that you need to be aware of that possible fix. If it fixes itself, then you may need to troubleshoot things later on, and try to figure out which fixed it, the natural, or the mod here. If there is a conflict between this fix, and another mod, then you may need to start looking at the mods they are running to figure out the true source of a problem.
Thumbs up on looking out. Just be aware that there is a known issue with such, which will resolve itself later on. If people are having problems with it, You may also be able to use that trick to resolve some questions, if people have further issues.
Just a heads up, since it is a related issue. Take care, and have fun.
If Bethesda had spent even 10 minutes play testing the game after porting from Xbox. Sad to say most of the wikis fix/broken quest sections are longer than the walk throughs.
