The cult of Talos was abolished since the empire has surrendered to thalmor, and signed a concordat white gold, the divine became eight. Since the religious orders of knighthood are largely to High Rock, which is still under the imperial authority is not possible for a book to circulate freely official, who cites the "Nine Divine". If you want to add it you can do it as a guide illegal spread by knights nostalgic of the old religious order. But it remains that way is not lore Friendly. It is a small detail, but behind this question lies a political struggle, religious and metaphysicalof capital importance.
There is of course a lot of content not lore friendly, but since your concerns a book, it would be better to be more faithful to the lore, i think.

The number of divines depends on who you talk to and where you live. Talos is what the war in Skyrim is about. His worship may be outlawed, but it does not end there. If you played Oblivion(TES4), you will find proof that Talos is indeed divine.( the quest requiring the blood of a divinity)

As part of the empire the cult of talos is unlawful and justiciers Thalmor have the right to prosecute anyone who practiced his cult. Of course there are many who still revere talos underground. Talos is the founder of the Third Empire, and is proof that a man can become a god. For the elves this is unacceptable, given that the elves consider themselves divine, whereas humans and all other races are mortal and lower. This is not Oblivion. In the fourth Era, the empire is in pieces, economically weak, militarily in big trouble, and strangled by a peace agreement which in fact is a total surrender to Aldmeri Dominion. In the province of Skyrim where the worship of Talos is more rooted, as Tiber Septim was a nord, it becomes the cause of the civil war, but also a way for the ambitious Ulfric, to seek independence, and even after becoming a new re-founder of the empire.
The Knights strongly linked to religion as paladins, probably remain loyal to the new imperial course. Thanes and knights are terms roughly equivalent, but the knights are part of an order that must not only give loyalty, to the feudal aristocrat who made them a knights, but must also loyalty to the patron deity of their order. The religious institution then have a big influence on Knights and since the nine became eight, unless the rebellion knight, this change is acceptated in this situation. High Rock which is the province most medieval, and also where Talos is less venerated, probably. We must understand that the imperial legion is an army of the people, while the knights are pure noble. The emperor struggles to hold together the strong political and social tension, the empire has a multicultural vision and even progressive, where the bourgeoisie has more space. High Rock instead is strongly feudal, and power is almost entirely in the hands of the nobles. The abolition of the worship of Talos after all, facilitates the feudal nobility of high rock in slowing the process of rise of the merchant classes. So cleaning the Talos as gods might appear acceptable, even desirable.
The fact that Talos is really a god or not, does not matter. Indeed for many the fact that he allows that his worship is forbidden it is just proof that Talos is not a god.
I do not doubt that there will be knights of nord blood who will line up alongside Ulfric, but they will be repudiated by their orders.
As you will not find much information on the Lore about the Knights and High Rock, my interpretation is quite consistent and credible. This explains why in Skyrim there is a revolt while at High Rock, not.

Talos is worshiped in secret, and along with what Magickingdom say technically there is still nine, like they depends on where or who you are !!
There are 9 divines, 9 divine amulets, while there are Only 8 that are allowed to be openly worshiped !!

I think a necromancer/wizard of any kind type of book would be nice, maybe even a vampire or assassin book.(Sithis/night mother, Julianos/Arkay, Molag Baal, etc)
Just my suggestion, and I know there are a few Dark Brotherhood books, but I mean just assassin(s) in general.

is the pic the complete journal? is there any effect on the game beyond these few words on a page, does this "DO" anything at all? your desc is short on what makes this something someone would want in their game. please fill out the desc with what it does (if anything) and why anyone would/should DL this into the game the book does look nice BUT does it do anything? it was an interesting read even being a short one Thanks
