just my opinion but for high level chars without balancing mods like deadly combat, deadly dragons and on master difficulty this will absolutely break the game.
When in doubt, look at the recommended load order on the main page. ALL optional ESPs should always be loaded after the main PPE files.
Also - Im working on a rebuild of the smithing perks and going to add several NEW perks to many trees. May be a day or so until Im ready to release this new Smithing ESP. I think i may leave these NEW perks as optional ESPs, but in not sure yet.
New perks for Smithing: 1. Iron Smith - A separate perk for just Iron. (10 ranks) 2. Steel Smith - Now includes silver and some other armor/weapons (10 ranks) 3. Leather Smith - A separate perk for Hide and Leather (10 ranks), includes upgrading Staffs. 4. Advanced Armor Smith - Upgrade armor more (10 ranks) 5. Advanced Weapon Smith - Upgrade weapons more (10 ranks) 6. Arcane Smith - Upgrade magic and rare weapons (10 ranks)
After Smithing is done, Im gonna move onto Enchant and split up Corpus Enchanter into EnchantHealth/Stamina/Magicka perk stars and split "Fire/Frost/Storm" Enchanter perks into EnchantFireDamage/EnchantFireResist separate perk stars as well.
Again, these perks will all be balanced as they are now.
Lastly, I am considering extending perks to rank 20...but thats very time consuming and not sure how many people want that anyway.
BOSS, changes the load order so that the Weapon Speed perk is above one handed perk and disables it. It looks like the change in load order could effect the other skills as well since they are above their respective perks. For instance, back stab all melee is above sneak.
and leave the archery perk extend activate it will slow down time either and more zoom but do not spent perk point to the steady hand perk leave it empty

If you want more magic damage, put perk points into the Destruction Tree and dual cast.
