So, apparently, when I took the Investigation quest in the Solitude Notice Board and spoke with Falk Firebeard, the guard report he gave me told me that the vanished citizens had gone to... The Katariah.
Except I hadn't done anything regarding the Dark Brotherhood questline, so the Katariah shouldn't have even spawned. What's happening here?
