Falmer Helmet Fixed

Along with setting the Falmer Helmet to Heavy Armor, including it in the list of items affected by the Steel Smithing Perk, setting both stats identical to the other Falmer armor pieces, this modifies the Falmer Helmet so can no longer be worn at the same time as a Circlet for a bugged bonus to Alchemy, nor with any mask.
