So before I install this, I have a few questions regarding the spell balance:

- At which alteration level can the cost be halved with a perk? Expert?
- How slow is the slow effect on the spell? -25%?

  Yeah, sorry this was something i forgot hehehe
  But now its Alteration Adept 50 and the time for charge is 0.5 secs
  FIXED!!!!

  Regarding the 2nd question, I didn't want to know the cast time,
