As long as you have - Double Power before any other shout altering mods, it is unlikely to have complications.

Will this mod also affect the Draug's Thuum power? I'm wondering if I'll be twice as staggered when a Draug hit me with his FusRoDah.

Well, yes. Draugr use the same shouts available to the player. Unlike dragons.

Is this mod compatible with "Rotmulaag - Immersive Meditations on the Words of Power" by piotrmil?

I have not tried "Rotmulaag - Immersive Meditations on the Words of Power" myself. From what I comprehend of its form the meditation in the mod adds to the power of shouts. If you keep "Thuum - Double Power" in front of it in the mod load order, I doubt there will be complications. But I am yet to confirm this.
(Thuum - Double Power only changes the base values as an .esp file. It does not add anything new.)

These all look good, imo.....and necessary.I am tired of - despite having full unrelenting force 3 shouts - a pipsqueal of a shout...holding down the Z key makes no difference; the shout seems as weak as it was when I only had one word of the shout.

Hehe, kinda my thoughts exactly. Especially after Dragonbone/scale equipment stage. It becomes quite redundant. Become ethereal is the only shout I've used at higher levels.
Some changes I've been tinkering with some perks also. Like lower skill level requirements.
