I remember this! After opening this up I noticed so many broken things, navmesh's (major problems) meshes, textures, dirty edits, just about everything was borked, missing or unfinished. I'm not being rude the the uploader, as I think his eye is very keen, all he needed was a few tech pointers to get the flow going. Nothing more really.
I did make a personal mod out of this, added shops and NPC A.I, fixed everything. Unfortunately, I lost all my work. (broken HDD) 4 years of projects, gone (not just Skyrim either!) :(
I would pick this one up again, only I have several mods that need updating, and quite a few others to finish. So this project would be bottom of my list. But I will bookmark this page, and one day have another go at it.
Hey, 1 year later i know...how did you open the mod itself im trying to open in in creation kit but cant seem to figure out where to find the worldspace for the mod.
To be honest, this mod is so broken i'd just leave it be, unless you are a competent modder. Broken and deleted nav meshes to name a few of many problems.

A quick way to find the location is to load up Solitude Stables interior, then double click on the door marker to go outside, then follow the path to Solitude.
My framerate dies with this mod, and i'm rocking a 1080ti...hope the author optimized the textures if possible because I REALLY love this mod, it looks very nice and compliments solitude well. I like the Victorian architecture. And hope that if by chance, then expand the mod.
what are your two secrets to having stable frame rate when walking through the town mod? are you two even running an ENB by any chance with graphic mods?
I just found this mod, it looked so awesome in your description. Yet there are a ton of problems with it, I been reading through the comments and yes I have to agree to them all, the people are named prisoners, the noise off the so called townsfolk is over powering everything else. Unfortunately you cannot go into any off the open doors, you run straight into a wall but actually go through the wall and everything is blue on the inside. The tavern is taking forever to even load...
This mod would have so much potential if someone would take the time to fix the problems...
Don't download. All NPC are marked as "prisoner" and all have black faces. 80% of the buildings you cannot go in to. You click on "open" for open door and it just makes an animation and opens to a concrete wall. You don't actually go in to someones home. Cool potential, just not there yet.
You thought it was a good idea to post this mod to the Nexus and provide a download link during the stage where all the villager NPCs have no faces or names, the town itself has nothing to actually do in it, and YOU CAN WALK THROUGH THE BUILDINGS?
I don't know about you, but I'd wait a little longer... y'know... like until you actually have something worth showing people.
Neat mod, but it feels unfinished, and seems to have been abandoned.
As it is now, the NPCs are all named "Prisoner" and have gray faces. Only the inn has an interior, and the rest of the buildings have no interiors. You can clip through most of the buildings because the collision boxes haven't been finished, and there are definitely a few gaps and pitfalls where you can see through terrain, or easily end up trapped.
In spite of these issues, it has nice feeling. Even unfinished, the NPCs seem to occupy the space naturally. The new medieval town models perhaps could use some texture editing to help them blend into the environment a bit better, but there's a lot of potential here.
Additionally, I can't help feeling that a version that is compatible with some of the other various popualr Solitude exterior mods out there would be very welcome.
