Okay: - so this is basically a cheat? - basically you played the game as you see fit for 1/2 of the Major Quests and the player has to agree to the following conditions to finish the game?
So I will try to paraphrase what I think you are trying here.
PARAPHRASE:
This is a game SnowElf27 started. Saved and you can download this saved game, knowing that the following has / has not happened:
Main Quest - Complete Paarthurnax Lives .... Meaning that I've completed the Paarthurnax Quest and he is alive. So you - the downloading user of this - do not need to worry about this Quest: Done?
Civil War - Complete The Empire .... Meaning, I've finished the Civil War Quest on the side of the Empire and the Stormcloaks are defeated?
College of Winterhold- Complete Arch-Mage .... Meaning, I've finished the Staff Of Magnus and all related Quests and you ARE the Arch-mage of the College of Winterhold?
Dark Brotherhood - Complete Destroyed ... Meaning, I've finished on the side of killing off the Dark Brotherhood, Quest. You, thus cannot join the Dark Brotherhood?
The Companions - Incomplete Dawnguard - Incomplete Dragonborn - Incomplete
... Meaning I left the following Quests for you who download this " mod " - Saved Game - to do.
So basically you played and made choice in the game, that other wise the player would make. You basically played some of the Major Quests as you wanted and thus the person downloading this, has to understand a lot of the Major Quests are completed, and that is that???
Just a suggestion and obviously you are free to ignore it.
But I think - and you have my permission - to post in the description page exactly what I posted. This way it is very clear what is going on and what exactly the user is seeing / doing.
That is all - at least put - This is a cheat saved game.
all three of them. the reasons I i used the console command was to start the mission called "With friends like this" the Hitman cult wouldn't c contact me
i don't get the cheating part? Is it because I used console commands?
Well you did NOT cheat - but the person downloading the saved game will be.
Why? How?
Because they: ... will not first START AT THE BEGINNING. Thus they will not have to deal with any of the major pieces of the game. ( Cheat - on their part. )
See you took major pieces of the game and did them, so the player does NOT have to. .. This is seen as a " cheat "
Also because the player does not start out with 5,000 gold or the status that you have the player at. ( Thus the user is cheating. )
See?
I'm not saying you did anything ' wrong ' or ' bad ' ....
A cheat mod is basically making it so the player starts out with an advantage that is not otherwise in the game at the beginning.
You need to make this very very clear to the player downloading the saved game.
You also NEED to be very specific to what MODS and DLC's are used.
Why? The saved game will simply NOT WORK for the player using this saved game.
I'm not trying to be a pain here. But in doing this, in order for you to avoid having so many questions and such, that are / were not answered. I'm just giving you a friendly heads-up, that you need to be explicit and specific as to the MODS uses and the DLC's.

What DLC's did you use in the saved game?
.. Dawnguard - Hearthfires - Dragonborn
What specific MODS did you use?
.. The user will NEED to use the EXACT SAME MODS that you used in the saved game, or the save will NOT work.

You might want to go into common language and just say:
"This mod will ................. fill in specific details .......
This mod will NOT do ... fill in with specific details .....
This way people will understand what it does and does not do.
Just a suggestion.
Why are you putting a saved file in the mod section????
