Had a suggestion to make: They're hired thugs right? So shouldn't you be able to pay them to leave you alone, or persuade/intimidate them into doing so? Dunno, just something that crossed my mind.

In an ideal game, absolutely, it makes total sense. However, this is Bethesda, they want you to kill things in their games and then loot their stuff.

Is it possible for one to convert to SE in SSEdit?

If you're asking for permission to publish it as a version for SE, then my answer is NO.

Is there a way to convert this into Skyrim Special Edition?

It's a very small change which you can add to ANY plugin you're currently using with the SE. All you need is a program such as TES5Edit.

I don't beleive this is working for me , I have had only one set of thugs come and thats from vanilla when I kill anise or steal stuff right in front of her then killed her..
I have ran the command and its always on 10 yes running...
I have waited outside white run under a lamp in one spot with bulk stolen items , 4-5-6-24 even and no sign ..
Now I am, using voice sets mod but this mod is underneath that I think at the bottom... and still wont have them show ?

Then you must have some other problem in your game that prevents the thugs from showing up. Type sqv wiadditem03 and find out the reference IDs of the current set of thugs (e.g. ff00xxxx) and then use "player.moveto ff00xxxx" to find out where they currently are. And by the way, if the quest is already running stealing more stuff won't change anything. Also keep in mind that this mod has nothing to do with the wiadditem03 quest, as it does not modify anything in the game other than a flag in one SMQN record. If that quest is running then it means that this mod did its job.

If nothing works, as a last resort, you might try "setstage wiadditem03 200", which shuts down the quest and then you may disable the thugs (e.g. disable ff00xxxx). Make sure the current stage is 0 after doing that.

my "sqv WIAdditem03" quest stage is aways 200, even if I steal something
it's a bug or it will become stage 10 later?

Is there an easy way to make this change in Creation Kit?? (I'm trying to save on ESP slots.)
I found the Global for the WEBountyCollectorChance and increased it to 100 per your notes. But I can not find the Flag to change for the WIAdditem03

Also - could the Quest be duplicated so that you could end up with multiple teams of Hired Thugs hunting you?

    Thanks!

This is a great addition to the game, thank you for doing it. Quite often these smaller mods provide a huge improvement in immersion - endorsed

EDIT: One question, if the pc steals something and then again after the cooldown period before dealing with the first set of thugs, will a second set of thugs be spawned once the first lot have been killed?

No, multiple sets of thugs would require multiple quests to manage them. There is only one quest in the vanilla game to handle hired thugs, therefore only a single set of thugs may exist at any time.

WIth the first set of thugs has been dealt with, cool down expires and my dragonborn steals something again, will a second set spawn since I have not run into the second set of thugs yet probably because the first set of thugs corpses has not been cleaned from the game world.

Will definitely be using this, but i have a question if someone can help. I'm trying to make a mod that uses the wiadditem03 quest, but only triggers when a specific item is looted, rather than any stolen item, and despite looking through every entry in the CK around this quest...I cannot figure out how or where it tells the quest than an item has been stolen. Would appreciate any help.

I have been looking for a mod like this for while. It is perfect. Thank you.

I usually do alot of pickpocketing early in the game, so I can unlock the extra pockets perk, but I usually trigger the Thugs by stealing equipment from Grelka's armor stand or by stealing the Statue of Dibella from Markarth.

Because of that my pickpocketing and thievery rarely have any consequences. Hired Thugs randomly showing up to teach me a lesson more often is great and it sometimes leads to some unique situations.
