I have an idea that may allow that to work, depending on if you tried it. For the enchant, duplicate and rename the duplicate's ID so "Base" is at the end and modify the effect's magnitude to a lower amount. Save the duplicated enchantment. Edit the original enchantment and in the Base Enchantment slot select the new enchantment with "Base" at the end. Also, the magic effect for the enchant will need to have a value for Base Cost to dictate the values of the Ench Amount and Enchantment Cost values on the Enchant itself. (The Ench Amount and Enchantment Cost should be the same number.) These values determine how powerful the enchantment will be on weapons and armors, along with what soul gem is being used, Enchanting skill level, and perks. Also, just as a possible tip, check Keywords on the magic effect and see if they match any within the perks themselves, if not, the enchantment will not benefit from either the Insightful Enchanter or the Corpus Enchanter perk. You could if you wanted, if the "if not" was the case, add a Keyword to the magic effect that matches either of those perks, personally Corpus Enchanter seems like the better of the two, to enable the bonus. Once these are done, from here it's a matter of trial and error in game and within the CK to fine tune the "Base" Enchantment's effect magnitude, the Ench Amount and Enchantment Cost along with the Base Cost on the magic effect.
As far as I know and checked, the base cost is 0.7 and the base enchantment is just the enchantment you learn when disenchanting. Furthermore, I found out that perks have no keywords to them. But the worst is, there's something with my old character that amplifies everything by 50% (making the spellbreaker absorb 75 instead of 50 damage) and I don't know what it is
What I could do is changing the Base Enchantment so that the magnitude of it scales with your perks, but I fear that's complicated and not really a good solution
I'll tamper around with it in the CK and do the trial and error in game, based on what I suggested. I made a personal mod that brought in enchants for armor that increased spell's magnitude/duration (similar to the alchemy effects) and I had to do those steps to make it applicable in-game for the enchanting process to work properly.

I figured out the issue that is preventing this from working. The duplicated effect you made from DA13SpellbreakerwardEffect is not being used on anything. The Enchantment on your Svalinn ring is using the original magic effect that is on the Spellbreaker shield. Swap the magic effect being used on the Enchantment to the duplicated one you made then follow my steps I posted before and it will work properly for the enchanting process. And in the magic effect you made, under Keywords I'd suggest adding the Keyword "MagicEnchFortifyBlock" which will allow the perk Insightful Enchanter to work on the Enchant.
It didn't keep the necessary conditions when you disenchanted it and I could have made it either scaling to your Enchantment level, but not working or not scaling to your Enchantment level, but working so I just gave up on it. If you still want that, try the mod in the sticky note above
I really like this mod, but not do bad, I find the ring on the table, I put it on and nothing happens. but say there is a shield, is near the ring? how do I get?
You need to complete the quest there first. If you're level 10 or above, you can get it from Kesh the Clean. He's the khajiit that you find where the ring is
Got the shield, got the ring...unfortunately it didn't work for me. Not sure what I did wrong, but no effect shows up, no spells are blocked. I'll keep tracking this cause I'm really interested...and maybe it's a mod conflict on my end. I'll try a few more times disabling some other mods and see what happens.
So, if one were to wear the ring, wield a one-handed weapon without a shield or a two-handed weapon and block the spellbreaker effect will still enable?
I used this font http://www.dafont.com/de/rune.font Was the first runic font that actually worked for me after some infuriating trial and not-working Now with this font I had the problem that some letters either don't even show up or have insane spacing behind them
