If you are asking if it is possible do make a mod that totally replaces Armor/Weapons by Tera Models, and the Smelter thing, yes it is. If you are asking if I can make this mod, well, I see no reasons for that!
YES! Thank you! I was using ragtag bandits myself, but had to uninstall for the same reason. I didn't like that I had full dragonscale after my first bandit encounter. Downloading and endorsing right now!
I also have immersive weapons but I don't use wyrebash (never bothered to learn xD) and it seems to be fine, I still get drops from both mods on bandits and the like.
When I was using the original 'Tera Weapons" file together with the bash file, I was allowed to craft the itens, but they weren't part of the drops, shops, etc. As far as I could understand, Wrye's Bash doesn't create new Leveled List, it makes the lists from other mods compatible to each other. For example, if you don't use a bash file, the Leleved Lists of the last files of your loading order may overwrite other lists, and a bash file creates a new .esp where they talk to each other!

I had a little trouble finding this Patch, it would help a lot.
You probably have multiple mods with leveled lists. Make a Bashed Patch (http://www.nexusmods.com/skyrim/mods/1840/?) and merge the leveled lists.

I pretty don't like it very much, it injects too much of the armors on the game!
Also, I use Wrye's Bash, which is always recommended for heavy moded gameplay!
